This line aims to integrate the Baltic states into the European rail network with the creation of a link between Helsinki (Finland) and Warsaw (Poland). This transnational rail will continues the expansion of the single European market thanks to the additional trade facilitated by interoperability between the various transport networks – land, water and air. It also increases the proportion of more environmentally friendly modes of transport used.
ERB Rail is responsible for a section designed for passenger trains travelling at 249 kph and freight trains at 120 kph.

The project was assigned by the public company Eiropas Dzelzcela Linijas (EDZL), acting on behalf of the Ministry of Transport of the Republic of Latvia. The public-sector company RB RAIL AS, jointly managed by Estonia, Latvia and Lithuania, is coordinating this high-priority Trans-European Transport Network (TEN-T) project.
Within the consortium, Eiffage, a European leader in construction and concessions, has previously worked on the Bretagne–Pays de la Loire high-speed rail line in France and the HS2 high-speed link between London and Birmingham in the UK.
