The Council of Paris approves the selection of Dalkia/Eiffage/RATP Solutions Ville consortium for Paris district heating network concession renewal
On Wednesday, 17 December 2025, the Council of Paris approved selection of the consortium comprising Dalkia, Eiffage and RATP Solutions Ville for renewal of the concession contract for production and distribution of the Paris district heating network.
“We would like to thank the City of Paris for the trust it has shown in us. We are immensely proud to be entrusted with the operation of this heating network, France’s first and one of the world’s largest,” said the consortium’s representative following the Council of Paris’ announcement. “We approach this project with total commitment to supporting the City of Paris in its ecological and social ambitions, and to supplying affordable, local and low-carbon energy to most people.”
The Paris district heating network is an important driver in the energy transition. This city-wide industrial infrastructure supplies the equivalent of 450,000 homes representing almost one million people.
“Our aim is to provide an exemplary public heating service to Parisians, applying all the skills and expertise of the current concession holder’s (CPCU) personnel,” added the consortium’s representative.
The new 25-year concession contract will take effect from 1 January 2027 with a project-specific semi-public company formed by the City of Paris (34%), Caisse des Dépôts (15%) and the economic operator – the Dalkia SA, Eiffage and RATP Solutions Ville consortium (51%).
